Robbery
On Friday, July 16th, at approximately 9:18 p.m., the victim was in the 1500 block of Gilpin Avenue when they were approached by a black male suspect. The suspect stole the victim’s cell phone, shirt, pants, sneakers and car stereo. There is no further information at this point and no further suspect description.

BURGLARY
A burglary was reported in the 900 block of Lovering Avenue overnight on Sunday into Monday. The suspects entered the residence via an unlocked rear window. It is unknown if the residents were home at the time. Just a reminder to please keep your windows and doors secured (either closed and locked or pinned/safety locked while open). Keep rear and front lights on during the evening and make an uncomfortable environment for bad guys to exist.

Attempted Robbery Arrest
Early Saturday morning, at approximately 2:45 a.m., two couples were in on Rattle Snake Run in Brandywine Park. They were approached from behind by a subject who acted as if he had a weapon. The subject told the victims to hand over all their property. They refused to do so and fled from the suspect and located a marked police vehicle in the area. The victims provided Sergeant George Pigford with a description of the suspect and during an area search, Sergeant Pigford located the suspect and took into custody without incident. The suspect, 31 year old Clarence Walker of the 2400 block of Jessup Street, was arrested and charged with four counts of Attempted Robbery in the 2nd Degree. He is currently in custody. A great job by Sergeant Pigford!
Solicitations
As many of you are aware by the fact you have been approached, the District has been inundated lately with door to door solicitors. These solicitors range from youths selling magazines to Apex Security Systems. There is currently a City ordinance which bans the practice of door to door solicitations, with the exception of non-profit agencies. As such, under the current law, it is illegal for any for-profit agency to go door to door. I, along with Councilman Freel and Councilwoman Walsh, are exploring the removal of that exception through legislation. I don't know of any non-profit agency in the last 15 years that has done any door to door solicitations and feel the removal of such an exception would have minimal, if no impact whatsoever, on non-profit fundraising efforts. I would appreciate feedback on this idea.
Meeting with Mayor Baker, Director Mosely, Chief Szczerba and Chief of Staff Montgomery
On Friday, a meeting was convened on the 3rd floor of the City/County Building. This meeting was requested and held due to the recent uptick in crime in the District. In attendance were the following: Mayor Baker, Chief of Staff Montgomery, Director of Public Safety Mosely, Chief Szczerba, Liuetenant Mulrine, State Representative Brady, Councilman Freel, two representatives from Forty Acres, Wawaset Park, Highlands, Cool Springs and DACA. At this meeting, many of the concerns voiced by you folk via phonecalls and email were communicated to the Mayor and his staff. A plea for increased police presence once the crime trend has dissipated (which it does appear to have done) was voiced by all in attendance. There was one significantly passionate critic in the group who voiced his/her consternation for the lack of public forum and the conditions in which the meeting was held. For the most part, the meeting was a forum for the community to voice their concerns and issues to the Mayor and the Chief, with very few action items resulting. We continued to push for more presence in the District. The point was made by the Chief that deployment was based on data (calls for service, reported incidents, etc). The group expressed frustration with this system as it relates to the 8th. What defines quality of life differs from district to district and there was certainly enough anecdotal evidence to warrant an increase in police presence in our area even if the data isn't there to support it. As a District, we in the 8th do not regularly call the police for incidents because we don't wish to "burden" or "bother" them. We tend to deal with the car break ins, suspicious persons and other stuff by shrugging it off. We have to get better at calling the police for all those types of incidents, but that should in no way prevent us from receiving the same level of service as elsewhere. I made the point to the Mayor that the 8th District pays a disproportionately higher amount of taxes than the other districts and we receive a disproportionately lower level of service than the other districts. We need to hold these folks accountable...to follow up in two months with another meeting to ensure the issues discussed on Friday were addressed and not just brushed off. Additionally, Director Mosely and Lieutenant Mulrine both committed to being available for any meetings we wish to hold in the future. Director Mosely even went so far as to tell me he would be available to meet under the conditions I had asked for originally...District wide. All in all, I believe the meeting was a good one and a step in the right direction. I believe the onus falls back on us now to hold everyone's feet to the fire. I will keep up the pressure and continue to have the conversations I have with people in the Administration and the Police Department. Please report any and all suspicious activity, vehicle break-ins, etc, no matter how insignificant you think it might be. It is not a burden at all.

Good morning. I received a number of emails last night regarding subjects in the neighborhood approaching residents and knocking on doors asking for money. In a couple of incidents, the subject became extremely agitated and belligerent when told “No thank you” and even went so far as to state he had permission from the Wilmington Police to be soliciting. This subject is described as a black male, approximately 5’8” to 5’10” in his early to 30’s wearing a green cap and carrying a green bag.
In other similar incidents, a subject is going door to door asking for money to help start a business to aid children. He is described as a black male in his 20’s, approximately 5’8”, wearing a white dress shirt, tie, khakis and sneakers.
There have also been a number of reports where homeowners have been approached and solicited by individuals claiming to be representatives of Apex Security Systems. The sales persons have been described as both white and black males in their twenties. Apex Security appears to be a legitimate company based out of Oregon and it is unknown if the “salespeople” are actually Apex employees or are linked to the recent burglaries in the area.
I know some of you have expressed frustration when calling police, specifically with how your calls are received. Please do not let this deter you from calling to report any such incidents as described above, or any other incident. We must remain vigilant and continue to call Wilmington Police to report any and all suspicious activities. I have forwarded all the emails regarding the suspicious activity to Lieutenant Mulrine and Corporal Burns. Additionally, I forward Lieutenant Ciotti (who runs the Radio Room, where all calls to police are received) all messages regarding residents’ experiences when calling the non-emergency number. He has been very receptive to the feedback he receives. He uses the information to correct any inappropriate action by his employees, and conversely, to encourage and reward appropriate and effective action by his personnel.

Good morning and I hope everyone is enjoying the beautiful day and the weekend thus far. A couple of incidents to report. The first is a daytime burglary that occurred in the 1700 block of West 13th Street. The incident occurred between the hours of 9:00 a.m. and 12:00 p.m. The suspects(s) cut through a first floor screen and gained access into the residence. It is unknown what, if any, property was removed and there is no suspect description. A reminder to "pin" your windows (for the older windows) or activate the safety locks (for the newer windows) on days and evening where you want to keep your windows open to enjoy the fresh air, but still wish to prevent entry.
A neighbor has reported a suspicious vehicle in the area as well. Thursday morning at 5:30, the resident was bringing some things out to their car. She heard a car slowing up and pulling up beside their car parked out front of their residence on Rockford Rd. At first she thought it was the paper delivery person, but realized they had already passed by about 10 minutes earlier. It was a red car, kind of sporty looking with a black top. Driver was a black male in his early 20's, thin-faced. She started to walk back into my front gate and he honked his horn, rolled down the passenger side window and said, 'Excuse me, miss, can you help me? I'm lost. I'm trying to find 95.' She continued walking and he called out again. She said, 'Sorry, I can't help you' and went inside. She could not see the tag number since it was dark but it was a DE license plate. A very good job by the resident to respond, but not be confrontational and to get as good a description as possible for reporting purposes. Once again, if something does sit right with you or you think its suspicious, report it to police.

Good evening. I've been informed by Lieutenant Mulrine of some burglaries in the Delaware Avenue Civic Association (DACA) area. In two of the three incidents (the 1600 block of North Franklin Street and the 1300 block of North Clayton Street), the suspect(s) entered the residences through a 2nd story unlocked screen door. In both of these incidents, the suspects either climbed up a deck or a fire escape to gain access to the deck. The residents were home during both of these incidents, which occurred after midnight on the 8th of June, and the suspect(s) made off with cash and property. In the third incident, the suspect(s) entered a residence in the 1600 block of North Rodney Street through an unlocked first floor patio door (I don't have the time this incident occurred). Please be sure to keep your doors and windows locked, even 2nd floor doors and windows. Motion detection lighting...or just constant overnight lighting...are good deterrents, as bad guys do not like lights.
A robbery was also reported on June 8th, at approximately 10:20 p.m., in the area of 11th and North Broom Streets. Three young black males, between 10 and 14 years of age, approached the victim and forcibly removed property from the victim and then fled. No further description is available.

Good evening. I have a couple of incidents to pass along this evening:
The first one occurred on Friday, June 4th, at approximately 9:30 a.m. A white male in his 40's dressed in business attire knocked on the victim's door in the 2000 block of Delaware Avenue. The suspect was able to gain entrance and obtain the victim's Medicare information and flee. No further description of the suspect is available.
At 1:45 a.m. Sunday, a resident in the 2200 block of West 16th Street was woken from a deep sleep by someone hammering on their front door and trying the door to see if it were locked. By the time the resident woke up and got dressed, he looked around, but there was nothing to see…no one on the porch or cars parked in the street. He called it in to Wilmington Police as a non emergency just so that they could be aware and they did stop by but there was nothing to do or see.
Another robbery was reported in the district. This one occurred in the area of 14th and North Du Pont Streets. This incident occurred on Sunday, June 6th, at approximately 1:15 a.m. The suspects (four of them) approached the victim and demanded their property, and made off with money, cell phone and other items. The suspects are described as follows:

Our 8th District Police Liaison Officer, Lieutenant Bruce Mulrine, is cc'ed on this email and is aware of the events, as he advised me of two of the above three listings. He has also been out on foot in the District attempting to meet residents and get to know folk. Please be extra vigilant, report any suspicious people/vehicles/activity and look out for one another. Good afternoon. I have a number of items to pass along today. I will begin with the most recent and one currently ongoing:
Police and Fire Activity on Mill Road
I received a call from Director Mosley at approximately 11:00 a.m. on Wednesday morning about police and fire activity in the area of Mill Road. It seems some copper thieves were attempting to loot a building and were startled by a security guard. The thieves fled the building and ran into another building. The Wilmington Police responded and found the building to possibly contain hazardous chemicals and materials. They have surrounded the building and with assistance from the Fire Department, will be entering the building with protective gear in an effort to locate the bad guys. As this develops and I am kept informed of events, I will pass the information along.
Copper Theft
On Sunday, May 30th, a burglary was reported in the 1500 block of North Broom Street. At approximately 5:49 p.m., a white male, approximately 5’10”-6’00”, thin build, wearing a dark blue mesh hat, dark blue t-shirt and Khaki pants with paint spots, was seen entering a rear unsecured window of the residence. The suspect made off with copper piping.
Thefts From Motor Vehicles
There has been an increase in thefts from motor vehicles over the last several weeks. From May 14th to the present, there have been approximately 10 reported incidents in the area. Additionally, I have spoken to at least three other residents who advised their vehicles were broken into, but did not report the incidents to police. The reported incidents are as follows:

Suspicious Activity and Vehicle
At approximately midnight on Sunday morning (late Saturday night), a resident in the 2400 block of West 16th Street, experienced some suspicious activity. While most of the lights in thier house were off, someone came to the door and rang the doorbell multiple times. Rather than waiting for the ring to complete, the person kept pressing the button. The homeowner watched from an upstairs (dark) room and noticed a person leave their porch and walk back to a car that was parked between their house and the neighbor's house. The person sat in the driver's side front seat. The person was African-American with long hair, a white shirt, and (possibly) blue pants. The person appeared to be female, but the resident is uncertain. He proceeded to the front door and carefully opened it. The car remained in place, parked at the curb. The resident stood there watching for several minutes while notifying police. The resident then walked down to the sidewalk to get a license plate number from the vehicle. At this point the car, which was facing toward the homeowner(toward Greenhill Avenue), turned on its lights and sped in reverse toward Riverview Avenue. The car backed into Riverview Avenue, turned to drive forward, and proceeded to speed toward Pennsylvania Avenue. The homeowner was unable to get the license plate number (since the car was driving in reverse) or the make / model. However, the car appears to be a mid-1990s American 4-door car. It was a light color, possibly silver, gold, tan, etc. The Wilmington Police were responsive and drove around the neighborhood to see if they could locate the vehicle. Unfortunately, they were unable to find it.
The home-owner's actions in this incident were spot on. He did everything he could to get a description of the vehicle and occupants without putting himself in harm's way, while notifying police and communicating the description to them.
Some Fire Safety Tips from the Wilmington Fire Department
The warm weather is upon us and summer is just around the corner. Summertime offers the promise of vacation, family picnics, camping, the Fourth of July, and other exciting events. These can also bring fires and injuries due to outdoor grilling, campfires, and fireworks.
Almost 5,000 people are injured by charcoal/wood-burning and propane grills annually. The Wilmington Fire Department offers the following tips for grilling safety:
Before using a propane grill, check the connection between the propane tank and the fuel line. Make sure the venturi tubes - where the air and gas mix - are not blocked.
Only use propane tanks that contain an Overfill Prevention Device (OPD).
Do not wear loose clothing while cooking at a barbecue.
Be careful when using lighter fluid. Do not add fluid to an already lit fire because the flames can flashback up into the container and explode.
Keep all matches and lighters away from children. Teach your children to report any loose matches or lighters to an adult immediately. Supervise children around outdoor grills.
Dispose of hot coals properly - douse them with plenty of water, and stir them to ensure that the fire is out. Never place them in plastic, paper or wooden containers.
Never grill/barbecue in enclosed areas.
Many families also enjoy camping during the summer. It is important to follow the park's rules for the use and extinguishing of campfires.
Build campfires where they will not spread, away from dry grass and leaves.
Keep campfires small, and don't let them get out of hand.
Keep plenty of water and a shovel around to douse the fire when you're done. Stir it and douse it again with water.
Never leave campfires unattended.
Fireworks are illegal within the State of Delaware. Almost 10,000 Americans are injured by fireworks each year. The best way to enjoy fireworks is to visit public fireworks displays put on by professionals who know how to safely handle fireworks.
Summertime should be a time for fun and making good memories. Knowing a few fire safety tips will help everyone have a safe summer. Good evening. I want to start by thanking everyone for their response and their input the last few days. As you can imagine, I have been inundated with many, many emails from folks regarding the recent trend in the 8th District. I plan on responding to everyone's email, but do ask for your patience in that regard.
This afternoon, I met with Director of Public Safety James Mosley, Inspector of Uniformed Operations Sean Finerty and Lieutenant Bruce Mulrine, who is the new 8th District Liaison Officer for the Wilmington Department of Police. Three major points were discussed at the meeting; 1) increasing communication between the Police Department and the community, 2) increasing police presence in the community, and 3) response to the recent crime trend. Regarding the communication piece, we will be working to create a mechanism by which there is both a greater flow and a more timely flow of information from the department to the District Councilman and on to the community.
With regard to the recent crime trend, due to the ongoing investigation, not too many details (other than what has been released already) were given. However, Inspector Finerty advised me that the investigation is moving in a positive direction with some good leads.
With regard to police presence, the way forward is as follows: the Mobile Enforcement Team (MET) will be deployed into the district in an ad hoc manner. Meaning their presence will be intermittent and varied, with no set routine or schedule. There will be an increase in uniform personnel and plainclothes personnel, particularly towards the end of the week and in the evening. I expressed my concern of what I see as a typical response to a situation or trend such as this. That in response to a trend, the area is flooded with police until the knuckleheads are apprehended, and then the presence returns to its default level. Director Mosley and Inspector Finerty assured me they would be exploring a plan to address ongoing police presence.
Furthermore, Director Mosley suggested crime prevention presentations at various community meetings. I mentioned the challenge many of our groups have had getting such a presentation, and Director Mosley assured mt that as our new Liaison Officer, Lieutenant Mulrine would see to it that any and all community/civic groups who so desire, will have the newly trained Crime Prevention Officers made available to speak at their meetings. He further advised that he and the officers will assist in creating Neighborhood Watch Programs in any interested community.
Lastly, I received many, many, many emails from residents who want to have a meeting with the Mayor, Director of Public Safety and the Chief of Police. I am in the process making the appropriate requests to do so and hope to have meeting set up in the very near future. Once a date and location have been finalized, I will be sure to let everyone know.
I know this issue is a point of great concern for most everyone, myself included. Please know I am working with the Police Department and the Mayor's Office to find a solution to the problem. Most importantly, I am working to ensure the 8th District remains the wonderful neighborhood that has attracted us all to live and remain here, and the best community in the City of Wilmington.

Unfortunately, I've information regarding another robbery in the area. Last night, a 19 year old victim was in front of Highlands School waiting his friends. He was approached by two black males, one of which was armed with a handgun. As they were approaching him, the victim took the only money he had out of his pocket and handed it to the suspects, who then patted him down. Seeing he had no more property or money on him, they fled in a red Saturn, unknown tag number. The first suspect is described as a black male, approximately 5'7-5'9", with a skinny build. The second subject was described as a black male, approximately 6'1", also with a skinny build. Both suspects had red bandannas pulled up to cover their faces and fitted baseball caps. Folks are asked to contact 911 immediately if they observe anyone matching the suspects' description.
Please know that I am doing everything I can to increase the level of policing in the 8th District. Last Tuesday, I had a long conversation with Chief of Staff Bill Montgomery on the lack of police presence in the 8th District. I asked for an increase in uniformed police officers in the area. After being made aware of last night's incident, I contacted Director of Public Safety James Mosley and demanded an increase in police presence in the area. I have yet to hear back from him on that issue. The reality is that the current deployment of police personnel is having no impact whatsoever in public safety in the 8th District. I will continue to cajole, argue, demand and barter until we receive the level of policing we deserve.

May 7th
Late Friday evening, at approximately 11:00 p.m., a 14 year old girl was walking in the 2400 block of West 16th Street. A red pick-up truck stopped and a black male in his early 20's got out of the driver's side front door. He approached the victim and attempted to place her in the truck. The victim was able to fend off her attacker and then run home and call the police. She also noticed two other young black males in the vehicle. At this point, that is all the suspect description available. Folks are asked to be on the look-out for a newer model, red pick-up truck, possibly a heavy duty F250 type. Should anyone observe any such vehicle, please contact 911 immediately. I will provide more information as it becomes available.

April 23rd
I was just advised of a daytime burglary that occurred yesterday in the 2600 block of West 17th Street. The incident occurred between the hours of 7:15 a.m. and 5:30 p.m. The suspects entered the residence by breaking the rear basement door glass and accessing the residence, fleeing with jewelry. Two black males between the ages of 20 to 25 were seen in the rear yard of the victim's residence. No further suspect information is available and at this time, there is nothing to support a link between this incident and the robbery that occurred at 17th & Riverview.

April 20th.
Good afternoon. Last night, at approximately 11:00 p.m., a resident of the Highlands was out walking his dog. While in the area of 17th and Riverview Avenue, he observed a light colored, full sized sedan with 22" chrome wheels drive past him. The car stopped and two black males exited the vehicle, each armed with a semi-automatic handgun. The suspects demanded the victim's property, which he promptly turned over, and they then fled. At this point, there is no further description of either of the suspects or of the vehicle. Corporal John Burns has been working with investigators on the incident and will be providing me with more information as it comes in, which I will provide to you. The vehicle should be very distinct with the big, chrome wheels on it and should anyone observe a vehicle matching the description, please contact Wilmington Police at 654-5151 or Corporal Burns at 463-4951. Please remain ever vigilant and report any suspicious activity to the Wilmington Police.
As a bit of housekeeping, I have received a number of emails from residents advising that they did NOT receive a Reverse 911 notification following last week's incident at Pennsylvania Avenue and Union Street. If anyone who did not receive such a notification could email me with their name, address and telephone number, I'll see to it that the Wilmington Police Department receive that information and input it into the Reverse 911 database.

V-1 handed over his keys, an I-Pod and cell phone. Both S-1 and S-2 removed V-1's sweat pants and told him to run north bound on Lincoln Street. The third subject stood as a lookout. An area search met with negative results. A K-9 track also met with negative results.

Comments: V-1 states he was approached by two black male subjects who demanded money after displaying what appeared to be a handgun. A third black male subject stood as a lookout. The subjects patted down V-1 but found no USC. All three fled without getting any property from V-1. V-1 was not injured. An area search met with negative results. A K-9 track also met with negative results.

Sometime between 11:00 am and 1:00 pm this afternoon, (Monday 11/9) our heating contractor had his truck robbed in the 2400 block of Delaware Avenue. We have called the police and are waiting for a call back to file a report. What makes this particularly disturbing is that while the truck was unlocked, it was behind a fence and parked at the back of our lot by our garage. The thief would have had to either crawl through a thick holly hedge from our neighbors or had to open our gate and cross a large space open to the street and our house, in order to get at the truck and back out again. For anyone interested, we live in the gray house and the truck was parked back by our trash barrels. We have always warned people to keep their trucks locked when parked on the street, but never thought to warn them about locking during the day when they are back and forth to their trucks and parked far away from the street behind a fence. Once again, another lesson learned the hard way. Thanks. Andrew Edmonds - Mon 11/9/2009 1:40 PM and An attempted burglary was reported in the 2300 block of Willard St. on 11/9/2009 at 1217 hrs. The victim described the suspects as a white male and white female. On 11/12/2009 Cpl. John Burns spotted a maroon Honda DE. reg. 194853 on the West side of town and it was occupied by two white males and a white female. A check of the owner reveals a recent burglary arrest outside of the City. If the vehicle is spotted, please contact 911 immediately. These subjects are not listed as suspects at this time but they are persons of interest. I have attached a photo of a similar vehicle, but I remind everyone that the vehicle in question is maroon.

Gary, just wanted to give everyone the heads up. (Thursday)
morning at Rockford Park Condo's, 6 cars were broken into.
The passenger side front window was smashed in and I can
only tell you that my glove box and console was emptied. I
don't keep anything valuable in the car, the contents was
thrown all over the front seat
It was just an incovenience having to take a vacation day to
take care of getting the window fixed. I did call the police and
they do have it on record.
